About this opportunity

The Federal Aviation Administration (FAA) Franchise Acquisition Services is seeking to procure pre-cast concrete mobile shelters through an Indefinite Delivery Indefinite Quantity (IDIQ) contract. The solicitation (6973GH-25-R-00060) requires contractors to provide fully fabricated 12x20 and 12x36 concrete shelters with integrated interior and exterior components, including specialized communications equipment infrastructure. Contractors must be registered in the System for Award Management (SAM.gov) and submit proposals electronically by January 24, 2025, at 5:00 PM CT. All questions must be submitted in writing to Jason Fox by January 10, 2025. The FAA will evaluate proposals using a lowest-priced technically acceptable approach, considering factors such as experience, past performance, technical narrative, and work plan. The contract will be governed by the FAA's Acquisition Management System instead of the Federal Acquisition Regulation.

This solicitation is totally set aside for small businesses and covers a base year with four shelter units (one 12x20 and three 12x36) and three subsequent option years with increasing quantities. The maximum delivery cost per shelter is capped at $15,500 for 12x20 units and $18,000 for 12x36 units, with a 120-day delivery timeline after order receipt. The contract requires contractors to provide PE-stamped shelter designs, foundation designs, fabrication, delivery coordination, testing, and warranties. Performance will involve manufacturing and delivering pre-cast concrete shelters to continental United States locations, with specific technical requirements including specialized electrical systems, HVAC configurations, grounding plates, and interior equipment mounting capabilities. Contractors must also comply with Buy American Act requirements and provide performance and payment bonds based on task order quantities.
