About this opportunity
The Department of the Air Force Materiel Command Air Force Sustainment Center is procuring one Instron 68TM-5 Table Mounted Materials Testing System, a specialized materials testing instrument with a 5 kilonewton force capacity, along with associated software, environmental chamber capabilities, and support services for the 582nd Missile Maintenance Squadron at Hill Air Force Base, Utah. This combined synopsis/solicitation (Solicitation Number FA822726Q5576) is being issued under Revolutionary FAR Overhaul Part 12 for commercial items and anticipates a sole source award to Instron, A Division of Illinois Tool Works, Inc. The requirement encompasses two firm fixed price contract line items: one for the test stand system itself and one for installation, verification, warranty, onsite training, handling, and delivery. Evaluation will be based on price, compliance with product specifications, and ability to meet the specified delivery schedule, with vendors required to indicate whether they can deliver within 90 calendar days after receipt of order or propose an alternate schedule. Proposals are due Monday, March 16, 2026, at 3:00 p.m. Mountain Standard Time, with technical questions required to be submitted by Wednesday, March 11, 2026, at 3:00 p.m. MST.
This is a no set-aside procurement anticipated to be awarded solely to Instron, A Division of Illinois Tool Works, Inc. (CAGE 80160), based on operational continuity requirements, component interoperability with existing Instron equipment, data integrity consistency from proprietary software, and simplified maintenance through a single vendor. No budget range or award value has been disclosed in the solicitation materials. The system delivery is specified as three months after receipt of order to Hill Air Force Base, Building 2021, with payment contingent upon equipment receipt, inspection, and acceptance by the 309 Missile Maintenance Group Customer Representative through the Wide Area Workflow system. The classified requirement falls under NAICS code 334519 (Other Measuring and Controlling Device Manufacturing) and Product Service Code 6625 (Electrical and Electronic Properties Measuring and Testing Instruments), with all pricing submissions required to maintain validity for 90 days from proposal submission and FOB terms set as Destination.
