About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 4 seeks medical gas supply and delivery services, with proposals due May 19, 2026 and questions due April 30, 2026. This is a Total Small Business Set-Aside with an SBA class waiver, foreclosing competition outside that pool.
Place of performance is the Greater Los Angeles VA Medical Center at 11301 Wilshire Blvd, Los Angeles, California. The contract is an Indefinite Delivery/Indefinite Quantity (IDIQ) covering five years (June 26, 2026 through June 25, 2031) with an ordering period extending to January 25, 2032. Services include furnishing, delivering, and servicing medical gases—including liquid nitrogen (multiple grades and purity levels), argon, compressed air, carbon dioxide, oxygen, and custom liquid gas mixes—to 20 separate lab locations across West Los Angeles and Sepulveda campuses with recurring schedules ranging from weekly to annual delivery.
All medical gases must conform to United States Pharmacopeia and National Formulary specifications, be manufactured and filled by FDA-registered entities in compliance with Current Good Manufacturing Practice regulations, and comply with Federal Specification BB-C-101D and Compressed Gas Association publications. Contractors must comply with State of California wholesale distributor licensing requirements for medical-grade gases (FDA-defined prescription drugs) throughout the contract term and provide annual verification of FDA licensing, permits, and certifications. Deliveries must occur during standard business hours with emergency orders fulfilled within 24 hours. The contractor must fill government-owned cylinders on an even-exchange basis with no rental charges and cover all transportation costs.
The minimum award guarantee is $5,000. Evaluation weighs price (reasonableness), technical approach (delivery capability and regulatory compliance on pass/fail basis), past performance (satisfactory or higher), and socioeconomic considerations. NAICS Code 325120, PSC 6835, business size standard 1,200 employees. All offerors must register in SAM prior to award. General liability insurance minimum is $500,000 per occurrence.
