Veterans Integrated Service Network 17 (VA) seeks supply of medical-grade bulk liquid oxygen to West Texas Healthcare, with proposals due July 29, 2026 at 3:00 PM Central Time and technical questions due July 23 at 12:00 PM Central Time. This procurement is a 100% Service-Disabled Veteran-Owned Small Business set-aside.
Place of performance is 300 W Veterans Boulevard, Big Springs, Texas 79720. The contract runs for one year (August 15, 2026 through August 14, 2027) plus four one-year option periods, with an estimated annual requirement of 14,400 cubic feet of medical-grade oxygen. Line items include oxygen supply at unit price per cubic foot, monthly rental for a 1,500-gallon tank, monthly fuel surcharge, one-time tank removal and installation, and temporary liquid oxygen services during equipment replacement. All prices must be submitted as firm fixed unit prices covering labor, materials, equipment, supervision, and transportation.

Offerors must be certified SDVOSBs in the SBA certification database and may not subcontract more than 50% of contract performance (excluding material costs) to non-certified SDVOSBs. The contractor must be either an FDA-registered manufacturer of medical-grade oxygen or hold authorization from a manufacturer demonstrating resale rights. The tank must meet NFPA 99 standards; oxygen must comply with NFPA 50, FDA Current Good Manufacturing Practices, OSHA requirements, and U.S. Pharmacopoeia standards. Delivery must occur every 21 days or when tank reaches 36% capacity during normal business hours Monday through Friday, with emergency 24-hour delivery available and 24/7 emergency contact maintained. Evaluation uses a Lowest Price Technically Acceptable process. Invoicing is submitted monthly through the Tungsten Network; payment is via Electronic Funds Transfer through SAM.
