About this opportunity
The Department of Veterans Affairs, Veterans Health Administration, Veterans Integrated Service Network 8 is seeking to procure medical gases and related services for the Orlando Veterans Affairs Healthcare System facility in Orlando, Florida. The procurement covers a comprehensive range of medical gases including oxygen, nitrogen, carbon dioxide, helium, argon, nitrous oxide, and medical air in various cylinder sizes and configurations, with both rental and refill options available across 55 line items. The contract is structured as a Firm-Fixed Price agreement with a base period plus four 12-month option periods, and vendors must be registered in the System for Award Management (SAM) and meet specific requirements for medical gas provision, cylinder management, and delivery protocols. The government will evaluate offers based on providing the best overall value, considering factors such as pricing, delivery capabilities, cylinder management procedures, and compliance with federal and state regulations for medical gas distribution. Critical deadlines include November 7, 2025, at 2:00 PM EST for responses via email to the Contracting Specialist and Contracting Officer, and October 30, 2025, at 2:00 PM EST for submission of questions; however, Amendment A0002 extended the final due date to November 14, 2025, at 5:00 PM EDT.
This solicitation is designated as a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside under NAICS code 325120 (Industrial Gas Manufacturing) with a small business size standard of 1,200 employees. The contract has a not-to-exceed total value of $6,000,000 with a guaranteed minimum order of $2,000 during the base year, and estimated annual quantities for medical gases range from 12 to 18,360 cylinders per year depending on the specific gas type and cylinder configuration. Delivery locations encompass multiple VA facilities in the Orlando metropolitan area, including the Orlando VA Medical Center, outpatient clinics in Daytona Beach, Viera, Kissimmee, Tavares, and Clermont. The contract performance period is expected to begin on December 1, 2025, and continue through November 30, 2030, with a 30-60 day transition period anticipated for the incoming contractor. Recent amendments have clarified contract requirements, removed certain administrative requirements such as personnel substitution and confidentiality certificates for routine delivery drivers, and modified the quantity for the Emergency Delivery Fee line item from 192 cubic yards to 1 each.
