About this opportunity

The National Institutes of Health Office of Logistics and Acquisition Operations intends to solicit replacement batteries for uninterrupted power supply (UPS) systems serving the National Institute of Child Health and Human Development in building 6710B, with a response deadline of June 25, 2026.

NICHD occupies floors 1–3 of building 6710B with approximately 400 staff. A recent maintenance vendor visit identified that UPS batteries have reached end-of-life status and require immediate replacement across each floor. The agency has maintained an existing maintenance agreement on the UPS equipment since 2016, which includes regular servicing and battery inspections.

The replacement addresses both operational and safety concerns. UPS systems provide critical backup power for physical security systems and staff protection equipment. Previous instances of aging batteries venting and releasing sulphuric odor created health hazards to staff; the agency emphasizes that replacement is necessary to sustain reliable battery backup functionality and prevent recurrence of these safety risks.

No set-aside is anticipated. The procurement is registered under NAICS 423610 (Electrical Apparatus and Equipment, Wiring Supplies, and Related Equipment Merchant Wholesalers) and PSC 6640 (Laboratory Equipment and Supplies).

Notice text

NICHD occupies space in building 6710B floors 1-3 with approximately 400 staff. NICHD sustains a maintenance agreement for the UPS system within its space and after a recent visit it was identified that the batteries are at end of life and in need of replacement. NICHD is requesting to replace its UPS batteries based on a recent maintenance visit from the vendor to sustain its battery backup for the Uninterrupted Power Supply (UPS) systems on each floor. NICHD has had an existing maintenance contract on this equipment since it moved into the space in 2016. The maintenance includes servicing the equipment which includes battery checks. These inspections are important as we have had cases where the batteries were nearing their end of life and began venting in 6710B resulting in a strong sulphuric odor putting our staff at risk. Moreover, this equipment sustains critical backup power supply to other equipment in our space for physical security and protection of staff.
