About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 19 (VA NCO 19) has published a Special Notice of Intent to Sole Source for PAR bin systems and support services. This notice announces the VA's intention to award a purchase order on a sole source basis to PAR Excellence Systems, Inc., for the completion and expansion of a weight-based automated inventory management system at the Salt Lake City Healthcare System. The procurement is issued under FAR Part 12 authority for the acquisition of commercial products and commercial services, with a NAICS classification of 334519 (Other Measuring and Controlling Device Manufacturing) and PSC code 6670 (Scales and Balances). The original PAR Excellence system was procured previously but could not be fully installed due to flood damage, active construction delays, and dissolution of a subcontractor relationship. This sole source procurement addresses the need to complete and expand that previously initiated system.
Interested parties have until 12:00 PM Mountain Standard Time on Friday, April 10, 2026, to respond to this notice and demonstrate their capability to meet the government's requirements as outlined in the attached Statement of Work. Responses must include relevant specifications, cut sheets, brochures, capability statements, and other documentation confirming the ability to supply all products and services outlined in the SOW, which encompasses equipment installation across 11 locations in Utah and Idaho, system configuration and calibration, software installation, functional testing, training, and three-year warranty support with proactive technical monitoring. The contracting officer, Heather Chase, must receive submissions at heather.chase2@va.gov, and interested parties should note that this is not a request for competitive quotes. The government reserves the sole discretion to determine whether to compete this requirement based on submitted responses, and the government assumes no responsibility for costs incurred by interested parties in responding to this notice.
