About this opportunity

The Department of Veterans Affairs, Network Contracting Office 23, issued a notice of intent to award a sole-source contract to Siemens Healthcare Diagnostics, Inc. for FDA-approved specimen validity and Fentanyl reagents, with a capabilities statement deadline of September 11, 2026, at 16:00 CT. The VA states that only one responsible source will satisfy agency requirements under FAR 6.103-1 and FAR 12.102(a).

The reagents support the Minneapolis VA Health Care System's Forensic Toxicology Laboratory, a SAMHSA-certified facility under the National Laboratory Certification Program. Required products include nitrite colorimetric assays (Griess test with 0 and 500 µg/mL calibrators) and Fentanyl reagents (1.0 ng/mL cutoff, 5% cross-reactivity with Nor-fentanyl), all compatible with the Beckman AU480 analyzer. The laboratory performs federal workplace urine drug testing for VA hospitals and affiliated Community-Based Outpatient Clinics.

Interested parties may submit a capabilities statement providing clear and unambiguous evidence of capability; verbal responses are not acceptable. The Government retains discretion to decline competition based on submitted responses. If no viable responses are received by September 11, 2026, the VA will negotiate solely with Siemens Healthcare Diagnostics, Inc. Contract Specialist Tess Thunder (theresa.thunder@va.gov) is the point of contact.
