About this opportunity

The Department of Veterans Affairs South Texas Veterans Health Care System is procuring a Cost-Per-Test agreement for rapid microbial identification and antimicrobial susceptibility testing systems to replace existing laboratory equipment. The required system must provide performance capabilities comparable to matrix-assisted laser desorption/ionization (MALDI) mass spectrometry and automated microbial identification platforms, supporting testing across bacteria, mycobacteria, and fungi. The procurement includes both a mass spectrometry-based microbial identification system and an automated broth microdilution susceptibility testing system, with the latter serving as backup identification and primary antimicrobial susceptibility testing platform. The contract encompasses a complete turnkey solution including instrumentation, service, delivery, training, reagents, consumables, and supplies with mandatory requirements such as Windows 10 compatibility, minimum 96-well target plates processing 600+ samples per hour, and 24/7/365 technical support. The original proposal deadline of August 15, 2025 has been extended to August 21, 2025 at 10:00 AM Central Time, with submissions limited to 7MB per email due to VA restrictions. The solicitation follows FAR commercial item procedures under NAICS code 334516 for Analytical Laboratory Instrument Manufacturing.

This procurement is issued as an unrestricted, open market solicitation with no set-aside designation, and no incumbent contractors are identified in the documentation. While specific award values are not disclosed, the contract structure includes a base period from September 18, 2025 to September 17, 2026, with four additional one-year option periods extending through September 17, 2030. The laboratory processes an average daily workload of approximately 16 antimicrobial susceptibility tests, though volumes may vary based on seasonal patterns and patient load. Installation of the awarded system must be completed within 120 calendar days of contract award, and the contractor must maintain continuous inventory of reagents and supplies throughout the contract term. Performance will take place at the South Texas Veterans Health Care System located at 7400 Merton Minter, San Antonio, Texas 78229. The vendor must provide all equipment upgrades at no additional cost and ensure system compatibility with existing laboratory workflow systems including Vista, Data Innovations, and Cerner.

Amendment No. [1] to Solicitation No. [36C25725Q0789]

Department of Veterans Affairs

South Texas Veterans Health Care System

SUBJECT: Extension of Solicitation Closing Date and Clarification of Requirements

The purpose of this amendment is to:

Extend the solicitation closing date and time.

Incorporate Questions and Answers for clarification of the requirement.

Remove local stock numbers from schedule.

1. Solicitation Closing Date Extension

The closing date and time for receipt of offers is hereby extended from August 15, 2025, to August 21, 2025, at 10:00 a.m. Central Daylight Time (CDT). All offers must be received by the new closing date and time to be considered.

2. Questions and Answers

Question 1:

The Statement of Work references the need for a backup analyzer. Does the laboratory require two identical microbial identification and antimicrobial susceptibility testing (ID/AST) systems to be provided? The requirement includes both a mass spectrometry-based microbial identification system and an automated broth microdilution susceptibility testing system.

Answer 1:

The automated broth microdilution susceptibility testing system will serve as the backup identification method for the mass spectrometry-based identification system. The broth microdilution system will also serve as the primary platform for antimicrobial susceptibility testing. There is no requirement for two identical identification or susceptibility systems. The intent is to have both technologies available in combination, with each capable of supporting identification functions if the other is unavailable.

Question 2:

What is the maximum daily volume of antimicrobial susceptibility (AST) tests performed by the laboratory?

Answer 2:

The average daily AST workload is approximately 16 tests, although the number varies throughout the year. On some days, peak daily volumes may be higher depending on patient load and seasonal variations.

3. Local stock numbers are removed from schedule.

This amendment is issued to all interested parties and will be posted at designated posting site/SAM.gov. All other terms and conditions of the solicitation remain unchanged.
