About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 12, through the VA Great Lakes Acquisition Center (GLAC), has published a Special Notice announcing its intent to negotiate a sole source contract with Leica Microsystems Inc for Immunohistochemistry/In-Situ Hybridization (IHC/ISH) staining instrumentation, reagents, and supplies. This procurement is being conducted under the authority of 41 U.S.C. 1901 Simplified acquisition procedures, as the government has determined that only one responsible source exists and no other supplies or services will satisfy agency requirements. Leica Microsystems is identified as the sole manufacturer of proprietary reagents, antibodies, detection kits, and consumable supplies that are FDA 510(k) cleared for use on government-owned Leica Bond instruments. The contract will be structured as a firm fixed price arrangement for supplies with five annual ordering periods under NAICS Code 334516. The procurement includes a reagent rental agreement to provide additional instruments to increase capacity, efficiency, and prevent delays in patient care.

The primary purpose of this Special Notice is to inform potential contractors that the VA intends to proceed with a sole source negotiation while providing an opportunity for other firms to demonstrate their capabilities if they believe they can meet the requirements. Any interested contractor must submit capability statements by 8:00 AM Local Time on July 14, 2025, via email to Brandon Harris at brandon.harris@va.gov in MS Word or Adobe PDF format. Firms must provide detailed information about their products and services, along with customer references, specifically addressing their ability to provide reagent-rental agreements while complying with VA Gray Market and Counterfeit Item limitations. The government reserves the right to evaluate responses but maintains discretion to proceed with the sole source negotiation with Leica Microsystems Inc regardless of any responses received. This Notice explicitly states that it is not a request for competitive quotes, no solicitation documents are available, and telephone inquiries will not be accepted. If no responses are received, the Contracting Officer will proceed directly with the sole source negotiation.
