About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 17 has issued a Special Notice announcing its intent to solicit a sole-source firm-fixed price contract for laboratory calibration verification and linearity supplies. The procurement is specifically targeted to The College of American Pathologists (CAP) located in Northfield, Illinois, to support the VA Texas Valley Coastal Bend Healthcare System in Harlingen, Texas. This acquisition falls under the authority of FAR 13.501(a)(1)(ii) and 41 USC 1901, with the government indicating that only one source will meet their specific needs. The notice serves to satisfy publication requirements under FAR 5.201(b)(1) and clarifies that this is not a request for competitive quotes. The procurement involves CLIA '88-approved proficiency testing materials that must comply with multiple regulatory standards including VHA Handbook 1106.01, 42 CFR 493 requirements, CAP accreditation standards, and The Joint Commission standards.

The primary objective of this Special Notice is to procure comprehensive proficiency testing supplies covering an extensive range of laboratory testing materials including Chemistry/Lipid/Enzyme tests, Ligand Assay tests, Urine Chemistry, Prostate-Specific Antigen, Therapeutic Drug Monitoring, and Cardiac tests. Interested businesses must submit capabilities statements or quotations to kathryn.prose@va.gov by August 21, 2025, at 3:00 PM Central Time, with telephone requests explicitly not accepted. A critical eligibility requirement mandates that contractors must be on the Centers for Medicare and Medicaid Services (CMS) approved agency list for Proficiency Testing programs. While the government reserves sole discretion in determining whether to compete this acquisition based on responses, they will consider submissions that demonstrate sufficient detail and capability to comply with the technical requirements. The procurement supports laboratory quality assurance and regulatory compliance for the Veterans Health Administration's clinical laboratory operations.
