About this opportunity

The Department of Veterans Affairs Veterans Health Administration Network Contracting Office 8 (NCO 8) issued a Special Notice announcing its intent to award a sole-source, firm-fixed price contract for JAK2 molecular reagents. The contract will be awarded to Franklin Young International, Inc. (FY) for the purchase of FDA-approved, brand-specific Qiagen reagents required for PCR and RE-PCR testing of JAK2 Gene Expression and Pathogen Detection. The testing will be conducted on government-owned instrumentation at VISN 08 locations, including QIAGEN QIAcuity digital PCR, EZ2 Connect MDx, and Rotor-Gene Q MDx systems. The government believes FY is the only Service-Disabled Veteran-Owned Small Business (SDVOSB) authorized to provide these specialized reagents. This notice is informational only and does not constitute a competitive solicitation.

The primary objective of this sole-source procurement is to ensure continuity of specialized laboratory testing capabilities using existing government-owned QIAGEN instrumentation that requires brand-specific reagents and consumables. While this is not a competitive opportunity, the government allows other responsible sources to express interest by submitting capability information and an OEM Authorization Letter by 1:00 PM EST on September 15, 2025, with an earlier response date of September 10, 2025, mentioned in the documentation. Interested firms must indicate their socio-economic status and specify whether they are U.S. or foreign-owned entities. Market research conducted by the government determined that these services are highly specialized and available from only a single source without unacceptable delays or cost duplication. The government retains sole discretion over the final contract award decision, emphasizing that no other type of services will satisfy the agency's specific technical requirements.
