About this opportunity
The VA Network Contracting Office 8 (NCO-8), operating under the Department of Veterans Affairs Veterans Health Administration, has published a Special Notice announcing its intent to issue a firm-fixed price single-source procurement to Polymedco Cancer Diagnostics Products LLC. The procurement concerns the acquisition of a FIT Analyzer Polymedco-Diana medical testing platform for the VA Caribbean Healthcare System located in San Juan, Puerto Rico. This equipment is classified under NAICS code 334516 (Analytical Laboratory Instrument Manufacturing) and PSC code 6640 (Laboratory Equipment and Supplies). The VA asserts that only one company possesses the capability to provide the compatible testing platform required for this acquisition, justifying the single-source procurement authority under FAR 13.106-1(b). This Special Notice represents an opportunity for competing firms to challenge the single-source determination if they can demonstrate equivalent capabilities.
The primary objective of this procurement is to replace an obsolete FIT Analyzer testing platform with the current FIT Analyzer Polymedco-OC Diana model to ensure the VA Caribbean Healthcare System maintains high-quality medical testing and disease discovery capabilities for its patients. Firms wishing to contest the single-source award must submit clear and convincing evidence of their technical capability to provide equivalent services or supplies and demonstrate how competition would benefit the Government. All challenge responses must be submitted via email to Darrin.Alexander2@va.gov no later than December 19, 2025, at 1:00 PM Eastern Time. Only firms that can substantiate their ability to provide compatible diagnostic testing platforms meeting the VA's specifications are eligible to participate in this challenge process. The Government retains sole discretion regarding whether to compete the procurement and will provide no reimbursement for any costs associated with submitting capabilities information.
