About this opportunity
The Department of Veterans Affairs VISN 2, through Network Contracting Office 2, seeks electrophoresis testing services for the Albany, Buffalo, and Syracuse VA Medical Centers, with quotations due November 2, 2026, at 3:00 PM EST. Amendment 0002 extends the deadline from October 13, 2026, and permits previous submitters to submit revised quotations. The procurement carries no set-aside. Amendment 0001 adds VA Directive 6550 Appendix A and the Manufacturer Disclosure Statement for Medical Device Security (MDS2) as attachments, and all other terms are unchanged.
Performance occurs at the three medical centers in Albany, Buffalo, and Syracuse, New York. The contracting office is at the James J. Peters VA Medical Center in Bronx, New York. The NAICS code is 334516, Analytical Laboratory Instrument Manufacturing, and the PSC is 6640, Laboratory Equipment and Supplies.
The government seeks a single contractor for cost-per-test SPEP, UPEP, IFE, and CSF/oligoclonal bands testing, with estimated volume of approximately 5,100 tests annually across the three sites. The contract is firm-fixed-price for five years, consisting of a base period from November 1, 2026, through October 31, 2027, followed by four one-year options, with a $10,000 guaranteed minimum.
The contractor must furnish FDA-approved equipment on the market for at least one year, along with reagents, calibrators, controls, consumables, supplies, maintenance, training, and middleware compatible with Data Innovations. Support includes 24/7 technical assistance, onsite service Monday through Friday, 8:00 AM to 5:00 PM, and emergency service within 24 hours. Implementation and installation are due within 90 days of award, and equipment is removed at contract completion. Deliveries are due within ten days of order issuance, shipped FOB Destination. Invoices are submitted monthly through Tungsten Network.
Device security requirements are set by VA Directive 6550 Appendix A, a mandatory completion form for medical devices that store sensitive information, and the MDS2 questionnaire.
Evaluation factors are Technical/Quality, Past Performance, Veterans Involvement, and Price. Veterans Involvement provides price credits to Service-Disabled Veteran-Owned and Veteran-Owned Small Businesses.
