About this opportunity
The Department of Veterans Affairs Network Contracting Office 6 has issued a Special Notice announcing its intent to award a sole source, firm fixed-price contract to Becton Dickinson & Co. for BD Veritor Antigen test kits and BD Covid Antigen Digital Immunoassay readers. The procurement is specifically for the Fayetteville VA Medical Center located in Fayetteville, North Carolina. The VA has determined through market research that Becton Dickinson is the Original Equipment Manufacturer and sole provider of these medical diagnostic items. The equipment must be compatible and interoperable with the government's existing BD Covid Antigen Digital Immunoassay readers. This acquisition falls under NAICS Code 325413 for In-Vitro Diagnostic Substance Manufacturing and Product Service Code 6640 for Laboratory Equipment and Supplies.
The primary purpose of this Special Notice is to provide advance notification of the VA's sole source procurement decision while allowing other potential suppliers to challenge this determination. Any business believing it can provide the required BD Veritor equipment may submit a written notice to the contracting officer by 12:00 PM EDT on August 20, 2025. Interested respondents must provide comprehensive documentation including company information, System for Award Management Unique Entity ID number, manufacturer authorization letters, and proof of authorized dealer, distributor, or reseller status. The VA emphasizes that supporting evidence must demonstrate the ability to meet all requirements in sufficient detail. While the government will consider all responses, the final determination not to compete the acquisition remains at the government's sole discretion, and the VA has indicated that maintaining continuity of patient care is a critical factor in avoiding unacceptable delays or cost duplications.
