About this opportunity
The Department of Veterans Affairs Veterans Integrated Service Network 16 is conducting market research through a sources sought notice (SSN 36C25626Q0948) with responses due June 25, 2026, for an ATR-FTIR spectrophotometer to support biomedical research at the G.V. Sonny Montgomery VA Medical Center in Jackson, Mississippi. No set-aside is anticipated.
The Jackson VA Medical Center Research Service requires a new Fourier-Transform Infrared spectrophotometer equipped with Attenuated Total Reflectance (ATR) accessory for ongoing research programs in cardiovascular disease, retinal degeneration, and biomaterials-based tissue analysis. The Nicolet iS20 ATR-FTIR spectrophotometer has been identified as the required model, though equivalent systems meeting or exceeding all minimum technical requirements will be considered. Minimum specifications include a fully integrated FT-IR spectrophotometer with ATR accessory capable of mid-IR spectral range analysis of solids, semi-solids, liquids, and biological samples without transparency requirements; an ATR crystal of diamond, germanium, or comparable material with pressure clamp mechanism; real-time spectral acquisition and processing software with FDA 21 CFR Part 11 data handling capability if applicable; and standard 110–120V U.S. power compatibility with bench-top laboratory design. Place of performance is the Research Service at 1500 E. Woodrow Wilson Avenue, Jackson, Mississippi 39216.
The contractor must deliver, install, calibrate, and operationally verify the complete system including all cables, accessories, software, and consumables within 60 days of order receipt. Delivery must include user manuals, factory warranty documentation (minimum one year covering parts and labor), and on-site training for VA research staff on operation, maintenance, safety, and data acquisition. No network connectivity or security accreditation is required. NAICS code 334516 applies; small business size standard is 1,000 employees. Vendors must submit responses addressing country of manufacture, business size certification, OEM authorization, CAGE code, and available contract mechanisms (GWACs, GSA Schedule, IDIQ, BPA).
