About this file

This is a Statement of Work for the acquisition of an ATR-FTIR spectrophotometer system by the GV (G.V.) Sonny Montgomery VA Medical Center in Jackson, Mississippi.

The Jackson VA Medical Center Research Service requires a new, fully functional Fourier-Transform Infrared spectrophotometer equipped with an Attenuated Total Reflectance (ATR) accessory to support ongoing biomedical research programs focusing on cardiovascular disease, retinal degeneration, and biomaterials-based tissue analysis. The Nicolet iS20 ATR-FTIR spectrophotometer has been identified as the required model, though equivalent systems meeting or exceeding all minimum technical requirements may be considered. Minimum technical requirements include a fully integrated FT-IR spectrophotometer with ATR accessory capable of mid-IR spectral range analysis of solids, semi-solids, liquids, and biological samples without transparency requirements; an ATR crystal of diamond, germanium, or comparable material with pressure clamp mechanism; real-time spectral acquisition and processing software with FDA 21 CFR Part 11 data handling capability if applicable; and standard 110-120V U.S. power compatibility with bench-top laboratory design. The contractor must deliver and install the complete system with all required cables, accessories, software, and consumables; provide full system calibration and operational verification; deliver user manuals and factory warranty documentation; and conduct on-site training for VA research staff on operation, maintenance, safety, and data acquisition. Delivery, installation, and training must be completed within 60 days after receipt of order. The place of performance is the Research Service at 1500 E. Woodrow Wilson Avenue, Jackson, MS 39216. The system includes a manufacturer warranty covering all parts and labor for at least one year. No C&A or Security Accreditation Package is required as the system does not connect to VA networks. Final acceptance requires delivery of all components in new condition, successful installation and calibration, demonstrated operational capability, completion of user training, and confirmation by VA Research personnel and the Contracting Officer Representative.

STATEMENT OF WORK

Acquisition of ATR-FTIR Spectrophotometer

GV (G.V.) Sonny Montgomery VA Medical Center 1500 E. Woodrow Wilson Avenue

Jackson, MS 39216

1.0 INTRODUCTION

The Jackson VA Medical Center Research Service requires the acquisition of a Fourier-Transform Infrared (FT-IR) spectrophotometer equipped with an Attenuated Total Reflectance (ATR) accessory (ATR-FTIR spectrophotometer). This instrument is essential for ongoing VA-centric translational biomedical research programs. The required technology is not currently available within the facility or elsewhere in the state of Mississippi.

2.0 BACKGROUND

The Jackson VA Medical Center conducts active, federally supported biomedical research in areas highly relevant to Veteran health, including cardiovascular disease, retinal degeneration, and biomaterials-based tissue analysis. FT-IR spectroscopy with ATR capability enables chemical characterization of biological tissues and biomaterials based on molecular structural signatures. ATR-FTIR spectroscopy allows surface-specific analysis of non-transparent solids and soft biological samples using multiple internal reflections rather than transmission-based optical methods.

These capabilities are critical for understanding molecular and biochemical properties of cardiac tissue, retina, and other biologically relevant materials under investigation.

Preliminary internal research indicates that ATR-FTIR spectroscopy provides essential data not obtainable by existing equipment at the medical center. Acquisition of this instrument is necessary to advance ongoing scientific programs and improve research impacting Veteran care.

3.0 SCOPE

The Contractor shall provide a fully functional ATR-FTIR spectrophotometer, all required accessories, installation, calibration, warranty, and initial user training. The instrument shall be new equipment (not refurbished, used, or remanufactured) and shall meet or exceed all performance specifications identified in Section 4.0.

4.0 MINIMUM TECHNICAL REQUIREMENTS

The instrument delivered shall include the following minimum features and capabilities:

4.1 General Performance Requirements

• Fully integrated FT-IR spectrophotometer with ATR accessory

• Spectral range suitable for analysis of organic and biological materials typically within mid-IR range

• High-performance interferometer providing stable acquisition and low noise

• Capability to collect spectra from solids, semi-solids, liquids, and biological samples without transparency requirements

4.2 ATR Accessory Requirements

• Diamond, germanium, or comparable ATR crystal capable of handling biological tissue samples

• Multiple internal reflection design enabling surface-level infrared characterization

• Pressure clamp or similar mechanism to ensure reproducible sample contact

4.3 Software Requirements

• FDA 21 CFR Part 11–capable data handling features (if applicable to VA research data processes)

• Real-time spectral acquisition and processing

• Data export capability compatible with VA research workflows

4.4 Power and Environmental Requirements

• Standard 110–120 V U.S. power compatibility

• Bench-top design suitable for laboratory research environment

4.5 Identified Required Model

The Jackson VA Medical Center has identified the Nicolet iS20 ATR-FTIR spectrophotometer as meeting the required functional capabilities. Equivalent systems meeting or exceeding all minimum technical requirements may be considered.

5.0 DELIVERABLES

• One complete ATR-FTIR spectrophotometer system meeting all specifications

• All required cables, accessories, software, and consumables necessary for operation
