About this opportunity
The Department of Veterans Affairs Veterans Integrated Service Network 17 issued an RFQ for integrated microbiology instrumentation using Cost-Per-Test pricing to support the Amarillo VA Medical Center and Lubbock VA Community-Based Outpatient Clinic, with a proposal due date of July 8, 2026; however, the solicitation (RFQ 36C25726Q0603) was canceled in its entirety effective July 28, 2026, after all received quotes were determined unacceptable due to pricing issues, failure to meet technical specifications, and incomplete submissions.
The procurement was full and open competition, unrestricted set-aside, with place of performance at 6010 W Amarillo Boulevard, Amarillo, Texas. The requirement specified an IDIQ contract for five one-year ordering periods running August 1, 2026, through July 31, 2031, with a guaranteed minimum award of ten thousand dollars and maximum aggregate ceiling of nine hundred fifty thousand dollars. The instrumentation package included automated blood culture detection systems for Amarillo and automated organism identification and antimicrobial susceptibility testing systems supporting both Amarillo and Lubbock locations, with estimated annual volumes of 2,400 blood culture tests and approximately 1,140 ID/AST tests across both facilities.
CPT pricing required contractors to include all reagents, consumables, supplies, training, preventive and emergency maintenance, and equipment use. Equipment delivery and installation were due within 90 days of award with a required 90 percent monthly uptime. The solicitation required NAICS code 334516 (Analytical Laboratory Instrument Manufacturing) and PSC 6632. Evaluation criteria included technical capability per CLSI and FDA standards, past performance via CPARS, and price reasonableness. The contractor was required to provide HIPAA compliance through a Business Associate Agreement and personnel credentialing for Tier 1/Low Risk positions.
No award was made. The Government will notify vendors if the requirement is re-solicited.

The Amarillo Veterans Affairs Healthcare System requires Integrated Microbiology instruments using the Cost-Per-Test (CPT) invoicing method supporting the Amarillo Veterans Affairs Medical Center and the Lubbock VA Community Based Outpatient Clinic. The instrumentation shall include automated blood culture detection systems at the Amarillo VA Medical Center and automated organism identification and antimicrobial susceptibility testing (ID/AST) systems supporting both Amarillo and Lubbock laboratory operations. The instrument shall be able to simultaneously perform the testing as described below and meet the performance characteristics for accuracy and precision as defined by the 1988 Clinical Laboratory Improvement Act (CLIA) and the Clinical and Laboratory Standards Institute (CLSI). Equipment must maintain, or preferably reduce, the number of workstations or overall labor required to accomplish the required testing by each laboratory. The proposed solution should support an integrated microbiology workflow between blood culture detection and ID/AST systems to minimize manual intervention and improve operational efficiency. Equipment shall be acquired for each of the clinical laboratories located at the AVAHCS facilities listed below. Blood culture instrumentation shall be required at the Amarillo VA Medical Center, which serves as the primary microbiology laboratory for AVAHCS.
(1) Blood Culture Testing (Amarillo) - Estimated quantity is 2,400 blood culture sets across both sites annually.
(2) Organism Identification / Susceptibility Testing Central Laboratory (Amarillo) - Gram-negative isolates: ~366 - Gram-positive isolates: ~514 - Other organisms (e.g., Haemophilus/Neisseria): minimal - Yeast identification: currently not performed; future capability of interest (including Candida auris) Satellite Site (Lubbock)
- Gram-negative isolates: ~155 - Gram-positive isolates: ~105
