About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 2's Network Contracting Office 02 has issued a Notice of Intent to Award a Sole Source delivery order for Chemistry and Immunoassay Cost-Per-Reportable-Result (CPRR) services. The intended recipient is Beckman Coulter, Inc., under Federal Supply Schedule V797D-70260, for a one-year contract period from October 1, 2025, through September 30, 2026. This notice supersedes a previous intent published on September 8, 2025, and applies to seven VA medical centers across New York and New Jersey, including facilities in Bronx, East Orange, Castle Point, Montrose, New York City, Brooklyn, and Northport. The procurement is being processed under FAR Part 8.405-6(a)(1)(B) for limiting sources, citing that only one source can provide the required supplies or services at the necessary quality level due to their unique or highly specialized nature. This is not a request for competitive proposals or a formal solicitation.

The sole source justification is based on the determination that the required chemistry and immunoassay services are unique or highly specialized, with only Beckman Coulter capable of meeting the VA's quality requirements. Interested parties who believe they can provide competitive alternatives must submit clear and convincing evidence by September 15, 2025, at 4:00 PM EST, demonstrating that competition would benefit the Government. The VA notes that all sites except the East Orange VA Medical Center have recently completed competitive evaluations for similar services. Any capability information received will be considered solely to determine whether a competitive procurement should be conducted, with the final decision remaining at the Government's discretion. The Government will not reimburse any costs associated with providing capability information, and responses must clearly establish that alternative sources exist and that competition would be advantageous.
