About this opportunity

The Department of Veterans Affairs (VA) Veterans Health Administration, specifically Network Contracting Office 16 (VISN 16), is conducting a sources sought notice for Ion-Exchange HPLC Hemoglobin A1C testing instrumentation and reagents for its South Central VA Health Care Network. The procurement seeks fully automated, FDA-approved laboratory instrumentation capable of meeting Clinical Laboratory Improvement Act (CLIA) performance standards and National Glycohemoglobin Standardization Program certification. Contractors must provide complete equipment solutions including instrumentation, reagents, calibrators, controls, consumables, parts, operator training, maintenance, and 24/7 telephone support, with required connectivity to the VA VistA Lab Information System. Interested vendors must submit detailed business information, including current Federal Supply Schedule contract copies, by May 16, 2025, at 10:00 am CT to Tammie Chaney via email. The market research will help determine potential contractors' capabilities to meet the technical requirements for 7 medical centers and 14 outpatient clinic laboratories.

The procurement is not currently set aside for any specific small business category, with a small business size standard of 1,000 employees under NAICS code 334516. The contract will be structured as a Blanket Purchase Agreement with cost-per-patient-reportable-result (CPRR) pricing, covering new equipment installation across multiple VA facilities. While no specific award value is disclosed, the solicitation indicates a comprehensive requirement for standardized testing equipment across the entire VISN 16 network. The proposed solution requires same-manufacturer methodology and reagent systems across all laboratories, with each facility receiving new testing equipment. Existing instrumentation currently uses Tosoh G8 analyzers, and the VA seeks to replace these with fully automated systems that meet strict technical and operational requirements. The final Request for Quotation (RFQ) will be posted on GSA e-Buy at a later date, with no guarantee of award expressed in the current market research notice.
