About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking responsible sources for the repair of a coaxial continuous shaker component (NSN 6615 008188039, P/N C07202-2) used in E-6A and E6B special electronic aircraft. NAVSUP Weapon Systems Support Philadelphia requires contractors to provide labor, materials, and facilities for repair services, with the critical caveat that the government does not possess proprietary technical data or drawings that may be necessary for component repair. Interested contractors must obtain Navy source approval to be eligible for award consideration and must submit capability statements by August 13, 2025, including company information, repair and manufacturing capabilities, small business status, and point of contact details. The evaluation will consider responses based on the contractor's ability to provide repair, manufacturing, and logistics support for the specified components. All submissions must be sent to kelly.a.gipson2.civ@us.navy.mil by the August 13, 2025 deadline, with additional source approval information available through the NAVSUP-WSS website.

This pre-solicitation notice does not include any set-aside designation and is open to all responsible sources. No incumbent contractors or current service providers are identified in the notice. The procurement does not specify award values, budget ranges, or contract quantities, focusing instead on identifying qualified sources capable of performing the specialized repair work. The timeline emphasizes the urgency of source approval, noting that WSS may not delay award while source approval is pending and that the normal time required for new source approval typically prevents award delays. Contractors without existing source approval must submit comprehensive approval documentation alongside their capability statements to be considered for this specialized aircraft component repair requirement.

Notice text

It should be noted by interested sources that the Government does not have the rights to, and thus cannot provide access to, proprietary technical data/drawings that may be required for manufacture or repair of these components. Interested sources must obtain Navy source approval in order to be eligible for award.

All responsible sources may identify their interest and provide capability statements in response to this notice. Eligible contractors shall provide a submission to kelly.a.gipson2.civ@us.navy.mil by 13 August 2025 that includes:

1) Company Name and Cage Code

2) Describe whether your company is capable of providing repair, manufacturing and logistics capability in support of this effort for all NSNs included within this notice.

3) Is your company a Small Business? If so, what type of Small Business?

4) Company POC

The notice of intent is not a request for competitive proposals. However, all responses received by 13 August 2025 will be considered by the Government. Source Approval is required. WSS may not delay award while Source Approval is pending. The time required for the approval of a new source is normally such that an award cannot be delayed pending approval of a new source. If you are not an approved source you must submit, together with your response, the information detailed in the NAVSUP-WSS Source Approval Information Brochure for Repair. Additional information for submitting a Source Approval Request Package can be obtained at https://www.navsup.navy.mil/Business-Opportunities/Home/
