About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 12 (VISN 12) has issued a Special Notice announcing its intent to negotiate a sole-source contract with Ortho Clinical Diagnostics of Raritan, NJ. The contract is specifically for blood bank reagents and consumable supplies that are FDA 510(k) cleared for use on government-owned Ortho Vision Swift Analyzers. These supplies will be utilized across VISN 12 Path and Lab facilities located in Wisconsin, Illinois, and Michigan. The procurement is being conducted under Federal Acquisition Regulation (FAR) 6.302-1, which allows for sole-source procurement when only one responsible source can satisfy agency requirements. The contract will be structured as a firm-fixed-price agreement under NAICS code 325413 for in-vitro diagnostic substance manufacturing.
Interested contractors have a narrow window to demonstrate their capability to meet the government's requirements, with a response deadline of seven calendar days from the publication date. Vendors who believe they can fulfill the contract must submit detailed information about their products, services, and provide customer references directly to the Contracting Officer at the VA Great Lakes Acquisition Center in Milwaukee. While responses will be reviewed, the government retains sole discretion in determining whether to compete the procurement. If no responsive submissions are received, the VA will proceed with sole-source negotiations with Ortho Clinical Diagnostics. The Special Notice emphasizes that this is not a competitive solicitation, and no solicitation documents are available. Potential contractors must provide sufficiently detailed evidence demonstrating their ability to comply with the specified requirements, understanding that the government's determination is final.
