About this opportunity

The Department of Veterans Affairs (VA) Veterans Integrated Service Network (VISN) 22 Network Contracting Office has issued a Request for Information (RFI) to identify potential sources for QuidelOrtho Triage MeterPro Reagents to support the New Mexico VA Healthcare System. This pre-solicitation notice seeks diagnostic test kits and reagents including Triage Tox DS Panels, drug screening controls, Fentanyl Urine Test Cassettes, Rapid Test Panels, and Triage BNP Test Kits compatible with QuidelOrtho Triage MeterPro instruments. The RFI explicitly states that this is a sources-sought/market research effort for information and planning purposes only and does not constitute a formal solicitation or binding contract opportunity. Interested vendors must submit responses by December 8, 2025, at 10:00 am Pacific Time via email to Clift.Domen@va.gov. The government is specifically seeking qualified sources within NAICS code 325413 (In-Vitro Diagnostic Substance Manufacturing) with a size standard of 1,250 employees, and responses should include business size status, manufacturing and distribution capabilities, federal contract holdings, and pricing information. No formal evaluation criteria for award have been specified, as this is a pre-solicitation stage designed to gather market intelligence for potential future acquisition decisions.

This RFI does not utilize any set-aside designations and does not identify any current incumbents or contractors. The government has not disclosed specific award values or budget ranges in the pre-solicitation notice; however, Attachment A includes a pricing matrix showing estimated annual quantities ranging from 1 to 5,450 units depending on the item. The Triage Tox DS Panel represents the largest annual requirement at 5,450 tests, while control kits and specialized test cassettes have lower volumes. The proposed contract structure includes a 1-base year period with 4 optional years, allowing for as-needed ordering of the specified reagents and test kits throughout the performance period. Responses to this RFI will be used by the government to inform acquisition decisions; however, responses are not considered adequate for a formal solicitation announcement and do not constitute binding offers. All vendor responses that are marked as proprietary will be handled in accordance with FAR 15.201(e), and vendors are solely responsible for all expenses associated with responding to this RFI.
