About this opportunity

The Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network 17, has issued a Special Notice announcing its intent to award a sole source Firm-Fixed price Indefinite Delivery/Indefinite Quantity (IDIQ) contract to Cepheid for diagnostic testing reagents and supplies. The solicitation number is 36C25726Q0029, with a response deadline of October 16, 2025, at 10 AM Central Time. This procurement is being pursued as a sole source award because Cepheid is the only vendor capable of providing the specific GeneXpert system-compatible cartridges required for the contract. The notice was posted on October 2, 2025, and falls under NAICS code 325413 (In-Vitro Diagnostic Substance Manufacturing) and PSC code 6550 (In Vitro Diagnostic Substances, Reagents, Test Kits and Sets). If no alternative sources are identified within seven days of the notice publication, the contract will be issued directly to Cepheid without further competition.

The primary objective of this procurement is to supply the South Texas VA Health Care System and its Pathology and Laboratory Medicine Service with respiratory and COVID-19 diagnostic test kits, specifically the XPRS4PLEX-10 (680 units) for detecting Flu A, Flu B, RSV, and SARS-CoV-2, and the XPRS-COV2-10 (385 units) for SARS-CoV-2 detection. The selected vendor must meet several critical requirements, including providing testing educational materials and procedures at no additional cost, delivering supplies according to manufacturer specifications and compliance with CLIA, FDA, and CAP requirements, sequestering reagent lots to maintain consistent lot numbers throughout the contract year, and providing same-day order confirmations with next-day delivery capability. The contract structure is demand-driven with no fixed delivery schedule, allowing the customer to place orders as needed through telephone requests. Although this is a sole source procurement, interested contractors have until October 16, 2025, to submit evidence of alternative sources or their capability to provide these specialized diagnostic supplies. The contract will operate with five ordering periods and is structured as a Firm-Fixed price arrangement with the expectation that the vendor will absorb delivery costs and educational material expenses.
