About this opportunity

Veterans Integrated Service Network 20 (VA Portland Medical Center) intends to solicit multiplex PCR-based molecular diagnostic test kits with a response deadline of September 11, 2026, under a base year plus four one-year option periods beginning December 1, 2026. No set-aside is anticipated. The procurement is open market.

Performance occurs at VA Portland Medical Center Microbiology Department, Portland, Oregon. The kits must be compatible with the VA's existing molecular analyzer and deliver FDA-cleared assays with multiplex PCR methodology, minimal hands-on setup time (2 minutes or less), and results within one hour in a self-contained system performing amplification, detection, and analysis automatically. Four panel types are required: Respiratory Panel (up to 20 targets including adenovirus, coronaviruses, SARS-CoV-2, influenza, parainfluenza, RSV, human metapneumovirus, rhinovirus, Bordetella species, Chlamydia pneumoniae, and Mycoplasma pneumoniae); Gastrointestinal Panel (at least 20 targets including Campylobacter, Salmonella, Vibrio, Shigella, pathogenic E. coli, Cryptosporidium, Giardia, Entamoeba, norovirus, rotavirus, and adenovirus); Meningitis/Encephalitis Panel (up to 14 targets including E. coli K1, Haemophilus influenzae, Neisseria meningitidis, Streptococcus species, Listeria monocytogenes, HSV-1/2, enterovirus, CMV, HHV-6, VZV, and Cryptococcus); and Blood Culture Identification Panel (at least 40 targets including gram-negative and gram-positive bacteria, yeasts, and antimicrobial resistance genes).

Estimated annual quantities are GI Panel (892 kits), Meningitis Panel (51 kits), Respiratory Panel (628 kits), and Blood Culture ID Panel (329 kits), repeating annually through the option period. NAICS 325413, PSC 6550. Responses to the sources-sought notice must be submitted via email to eric.lingenfelter@va.gov and must include SAM registration; SDVOSB and VOSB respondents must also be registered and certified in VetCert.

Notice text

Vendor will provide Test Kits as needed to perform testing on VA owned molecular analyzer, located in the VA Portland Medical Center Microbiology Department.

The instrument processes kits that must utilize a multiplex PCR (polymerase chain reaction) method, have FDA-cleared assays that simultaneously tests for as many as 20 respiratory pathogen targets, has testing capability to test for common GI pathogens including viruses, bacteria, and parasites with at least 20 targets, at least 40 blood culture identification targets, and up to 14 meningitis/encephalitis targets inclusive of bacteria, viruses and fungi.

The method should have very little hands-on time (2 minutes or less) to set up and have results for respiratory pathogen targets, blood culture, GI pathogens and meningitis/encephalitis targets in one hour.  The technique must perform amplification, detection and analysis in one self-contained system. The VA equipment includes software that automatically generates a result for each target in a single report.
