About this opportunity

The Department of Veterans Affairs (VA) Veterans Integrated Service Network 17 (VISN 17) Network Contracting Office has issued a Special Notice announcing its intent to award a sole source Indefinite Delivery/Indefinite Quantity (IDIQ) contract to Becton, Dickinson and Company for Max Reagents and Service Maintenance. This procurement is for the Central Texas Healthcare System's Pathology and Laboratory Department located in Temple, Texas. The notice is posted under PSC code 6550 (In Vitro Diagnostic Substances, Reagents, Test Kits and Sets) and NAICS code 325413 (In-Vitro Diagnostic Substance Manufacturing). The VA has determined that only Becton, Dickinson and Company can provide the required specialized services and equipment due to the unique and highly specialized nature of the supplies and maintenance required.

The contract encompasses a five-year ordering period spanning from January 1, 2026, through December 31, 2030, with nine line items including BD MAX PCR cartridges, various bacterial and viral panels, molecular swab collection kits, and service plans for laboratory equipment. The government is conducting this procurement under simplified acquisition procedures per 41 U.S.C. 1901 and FAR 13.106-3(b)(3)(i), asserting that no other sources can satisfy agency requirements at the required quality level. Interested parties who believe they can provide equivalent or superior capabilities may submit supporting evidence of their capability by October 29, 2025, at 9:00 AM Central Time, though the government retains sole discretion regarding competitive procurement. The procurement requires contractors to demonstrate their ability to supply the specified reagent kits and provide comprehensive service maintenance for the laboratory's diagnostic equipment. The VA reserves the right to request competitive proposals if evidence of alternative capable sources is received and deemed acceptable.
