About this opportunity

The Department of Veterans Affairs, specifically Veterans Integrated Service Network 1 (VISN 1) Pathology and Laboratory Medicine Service, has issued a Special Notice for a potential sole-source procurement of the BD Bactec MGIT 960 Mycobacterial Detections System. The notice outlines a proposed 5-year Blanket Purchase Agreement (BPA) for mycobacterial testing equipment, supplies, and services to be used at the VA Connecticut West Haven facility. The procurement is structured with a performance period from May 17, 2025, to May 16, 2030, divided into five consecutive one-year increments. The government's intent is to negotiate directly with BD Bactec MGIT for this contract, using the Simplified Procedures for Commercial Items under FAR 13.5. The notice is classified under NAICS code 325413 for In-Vitro Diagnostic Substance Manufacturing.

The primary objective of this Special Notice is to inform potential contractors about the VA's intent to sole-source a comprehensive mycobacterial testing system and related services. Interested contractors are invited to submit responses by April 25, 2025, to Sarah.Otis@va.gov, though the government emphasizes this is not a competitive quote request and reserves full discretion on procurement methodology. The BPA will cover instrumentation, supplies, reagents, collection and testing kits, service, maintenance, and parts necessary for producing patient results using the BD Bactec MGIT 960 system. Eligible contractors should be capable of providing a fully automated TB culture growth and detection system with specific technical capabilities, including primary isolation and susceptibility testing for Mycobacterium tuberculosis. The procurement includes provisions for annual training, equipment upgrades, and compliance with VA privacy and regulatory requirements. Contractors should note that any costs associated with preparing and submitting information will not be reimbursed by the government, and no solicitation will be posted to Contract Opportunities at this time.
