About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 8, through its Network Contracting Office 8, has issued a Special Notice announcing its intent to award a sole source contract for the BACTEC MGIT 960 Mycobacterial Detection System and Test Kits to serve the Miami VA Medical Center. The VA intends to negotiate directly with Becton, Dickinson and Company, BD Diagnostics of Sparks Glencoe, MD, citing FAR 6.302-1 as justification that only one responsible source exists to satisfy the agency's requirements. This procurement falls under NAICS code 325413 for In-Vitro Diagnostic Substance Manufacturing and PSC code 6550 for In Vitro Diagnostic Substances, Reagents, Test Kits and Sets. The contract structure includes a base period from October 1, 2025 through September 30, 2026, with four optional years extending through September 30, 2030. The procurement will be conducted as a firm fixed-price contract for FDA-approved cost-per-test mycobacterial detection systems.

The primary purpose of this Special Notice is to provide advance notification of the VA's sole source procurement strategy while offering a limited opportunity for other potential contractors to demonstrate their capabilities. Any firm believing it can meet the specified requirements must submit detailed information about their products and services, along with customer references, to Contracting Officer John Quijada Jr. at john.quijadajr@va.gov within five calendar days of the notice publication date, making the response deadline September 26, 2025. The VA emphasizes that this is not a request for competitive proposals and that no solicitation documents are available. Potential respondents must provide supporting evidence in sufficient detail to demonstrate their ability to comply with the mycobacterial detection system requirements. The government retains sole discretion in determining whether to proceed with competitive procurement based on any responses received, and if no qualifying responses are submitted, the VA will proceed with the planned sole source negotiation with BD Diagnostics.
