About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 17 seeks three fully operational ophthalmic procedure/exam chairs for the Eye Clinic at the El Paso VA Health Care System, with proposals due June 19 at 10:00 AM Central Time and technical questions due June 9 at 9:00 AM CDT. This is a 100% small business set-aside.
Place of performance is El Paso, Texas. Delivery is required to the VA Warehouse at 6 Founders Boulevard, Suite B, El Paso, within 90 days after receipt of order. The chairs must meet salient characteristics including a hydraulic base with lift capacity of 500 pounds or more, dual-side membrane controls with foot switch operation, memory positioning, 350-degree rotation, power-tilt functionality, wheelchair accessibility (achievable via separate glide/mover accessory), and 57-inch reclined depth. Electrical specifications are 120 volts AC, 50/60 Hz, with ETL and C/US certification. Each chair must include accessories, operator manuals, initial staff training, and a minimum one-year manufacturer warranty covering corrective repairs. The NAICS code is 339115, Ophthalmic Goods Manufacturing; PSC is 6540, Ophthalmic Instruments, Equipment, and Supplies.
The government intends award without discussions to the lowest-priced, technically acceptable responsible offeror. Evaluation prioritizes price first, then technical acceptability, with no technical tradeoffs permitted. The solicitation is not brand-specific; the government will accept any technically acceptable chair meeting salient characteristics. Offerors must submit completed SF 1449 forms, technical documentation, product literature with side-by-side comparisons for non-brand items, warranty information, price schedules with manufacturers' part numbers, small business representations under FAR 52.219-1, and Buy American certifications per FAR 52.225-2. Contract Specialist Janice Malbon manages administration at janice.malbon@va.gov or 210-694-6311. An amendment issued June 15 clarified wheelchair accessibility methods, brand flexibility, lift capacity flexibility, and safety lockout removal for adult populations.
