About this opportunity
The Department of Veterans Affairs, Veterans Integrated Service Network 8 (VISN 08) through James A. Haley Veterans Hospital (JAHVH), posted a Special Notice on March 31, 2026, documenting its intent to issue a sole-source contract award for medical imaging equipment. The procurement, identified as Solicitation Number 36C24826Q0520, pertains to the acquisition of a Spectralis Tracking OCT (Optical Coherence Tomography) System with OCT Plus and OCT2 MultiColor capabilities for the hospital's Ophthalmology Clinic. The contract will be awarded as a Firm Fixed Price agreement under the authority of FAR 6.302-1, which permits sole-source procurement when only one responsible source exists. The intended recipient is L1 Enterprises, Inc., a Service-Disabled Veteran-Owned Small Business (SDVOSB), which serves as the exclusive authorized distributor for U.S. Government customers. The Special Notice was posted to provide maximum transparency and allow potential vendors an opportunity to demonstrate authorized capability to supply the required equipment.
The primary objective of this acquisition is to replace end-of-life OCT units that no longer meet operational standards while ensuring Veterans receive accurate, high-resolution diagnostic imaging. Market research confirmed that Heidelberg Engineering GmbH is the sole manufacturer of the Spectralis OCT system, with Heidelberg Engineering, Inc. functioning as the exclusive U.S. source and L1 Enterprises, Inc. designated as the only authorized government distributor. Interested parties must submit documentation demonstrating authorized capability by the response deadline of April 3, 2026, at 10:00 AM Eastern Time, with inquiries directed to Contracting Officer Marcus Lewis in Tampa, Florida. The procurement falls under Product Service Code 6530 (Hospital Furniture, Equipment, Utensils, and Supplies) and NAICS Code 339112 (Surgical and Medical Instrument Manufacturing). The anticipated contract value remains below the $5 million threshold for SDVOSB sole-source actions, with pricing benchmarked against a comparable VA Boston Healthcare System contract awarded to L1 Enterprises in September 2025 for $492,550.00.
