About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 16 is seeking quotes for an Omnicell XTE Automated Dispensing System Upgrade to support the Veterans Health Care System of the Ozarks in Fayetteville, Arkansas, and the Community-Based Outpatient Clinic in Springfield, Missouri. This procurement involves upgrading 72 existing Omnicell XT Automated Dispensing Cabinets (ADCs) across multiple facilities including Fayetteville, Springfield, Fort Smith, Branson, Joplin, Jay, and Ozark with new Windows 10 hardware components, touchscreens, keyboards, hard drives, and updated operating system software. The upgrade is critical because Omnicell will cease service and support for the current Windows 10 2015 platform after October 14, 2025, creating security vulnerabilities for the existing system. The solicitation is structured as a brand-name only procurement limited to Omnicell and its authorized distributor under FAR 13.5 Simplified Procedures for Certain Commercial Items. Questions must be submitted electronically to tammie.chaney@va.gov by July 30, 2025, at 10:00 a.m. Central Time, with electronic quotes due by August 4, 2025, at 10:00 a.m. Central Time.
This procurement is unrestricted with no set-aside designation and falls under NAICS code 339112 (Surgical and Medical Instrument Manufacturing) with a size standard of 1,000 employees. The current Omnicell equipment was purchased within the past seven years and is projected to have up to 10 additional years of useful life after the upgrade, making this approach more cost-effective than complete system replacement. The scope includes one-for-one replacement of internal PC hardware components, seamless integration with existing Omnicell OmniCenter servers, full testing and validation of upgraded ADCs, and on-site training for VA staff. Performance must begin upon contract award and be completed by September 30, 2026. The primary place of performance is 1100 N College Ave, Fayetteville, AR 72703, though the upgrade will occur across multiple Veterans Affairs facilities throughout Arkansas and Missouri. Market research confirmed that no other equipment can integrate with the VA's existing Omnicell infrastructure without complete system replacement, justifying the sole-source approach.
