About this opportunity
The Department of Veterans Affairs Veterans Health Administration Network Contracting Office 08 has issued a Special Notice announcing its intent to negotiate a sole source contract with Terarecon, Inc. for specialized medical imaging software. The procurement involves acquiring two Titanium Suite Software Licenses with Intuition Premier Success and one year of maintenance for the Bruce W. Carter Miami VA Medical Center. The VA is justifying this sole source approach under FAR 6.302-2, citing unusual and compelling urgency as the basis for bypassing competitive bidding procedures. The agency has identified Terarecon, Inc., located in Durham, North Carolina, as the intended contractor and believes this company is uniquely positioned to fulfill the specific requirements. This notice serves to satisfy federal publication requirements while indicating the government's intention to negotiate exclusively with the identified vendor.
The primary purpose of this Special Notice is to inform the contracting community of the VA's intent to award a sole source contract while providing an opportunity for other contractors to demonstrate that competition would benefit the government. Interested parties must submit their responses by Friday, August 15, 2025, at 6:00 PM EST to the designated Contracting Specialist via email. The VA emphasizes that this is not a competitive solicitation or request for offers, and no solicitation package is available. Contractors wishing to participate must provide clear and convincing evidence that competition would be advantageous to the government, though the agency will not reimburse any costs incurred in preparing responses. While capabilities statements or quotations may be submitted for future procurement consideration, the government maintains its position that Terarecon, Inc. is the only contractor capable of meeting the Miami VAMC's specific imaging software requirements.
