The contract is specifically for Pentax Medical HD Video processors at James A. The anticipated award will be conducted under FAR Part 13 Simplified Acquisition Procedures as a firm fixed-price contract. The agency is utilizing sole source justification under FAR 13.106.1(b), which permits such contracts when only one source can supply the required supplies or services at the necessary quality level due to their unique or highly specialized nature. The contract's base performance period is scheduled from August 4, 2025, to September 15, 2025.
The purpose of this Special Notice is to inform industry contractors of the government's intent to proceed with a sole source procurement while providing an opportunity for other potential sources to demonstrate their capabilities. The VA is inviting responsible sources to submit capabilities statements that present clear and convincing evidence by a preponderance of the evidence that another contractor can fulfill the service contract requirements for the HD Video processors. All responses must be submitted via email to Quentin.Ford@va.gov by 3:00 PM EDT on August 1, 2025, with no telephone inquiries or emails seeking clarification permitted. The government retains sole discretion regarding the procurement approach and emphasizes that this is not a request for quotation or competitive solicitation. Contractors must demonstrate that competition would be beneficial to the government and that they can provide equivalent services for the specialized medical imaging equipment required by the VA facility.
