About this opportunity
The Department of Veterans Affairs, Veterans Integrated Service Network 16, seeks to purchase one Quincy Model QOF-15 Oil-Free Rotary Scroll Dental Air Compressor, with quotes due August 7, 2026 at 2:00 PM Central Daylight Time and written questions due July 31, 2026 at 8:00 AM Central Time. This is a total small business set-aside procurement under NAICS code 339114 with a 1,000-employee size standard.
Place of performance is the Central Arkansas Veterans Healthcare System, North Little Rock, Arkansas (2200 Fort Roots Drive, Building B182). The compressor must deliver 15 total horsepower (two 7.5 HP units), 31.8 CFM capacity, 145 PSIG discharge pressure, and operate at 460 volts, three-phase electrical. The equipment must be oil-free class zero certified, feature a small footprint, low noise level, and meet VA Technical Information Library Specification 22 15 00, VA Specification 22 61 19.74, NFPA 99, and ISO 8573-1 Class 0 air purity standards. The contractor is responsible only for delivery within 30 days of award; installation, electrical connection, piping, rigging, startup, testing, commissioning, training, removal, and disposal are not included. Freight is included in the unit price.
The Government prefers the Quincy QOF-15 but will comparatively evaluate equivalent units meeting stated specifications. An SBA Nonmanufacturer Rule class waiver applies. Evaluation under FAR Part 12 will consider technical capability, price, delivery lead time, Buy American Certificate submission, and past performance as equal factors. The contract will be firm-fixed-price with payment by Electronic Funds Transfer upon delivery and government acceptance. Quotations must include technical and price volumes, Buy American Certificate, delivery lead time commitment, and completed SF 1449. Offerors must be authorized Quincy distributors and submit manufacturer documentation of compliance. The contracting officer is Arlene A. Blade at arlene.blade@va.gov.
