The VA retains sole discretion in determining whether to pursue competitive procurement based on responses received.
The pre-solicitation notice indicates no specific set-aside designations and identifies WS Audiology as the intended sole-source contractor. Market research has demonstrated that WS Audiology is one of only five manufacturers capable of meeting VA's technical requirements for Trade Agreements Act and FDA-compliant hearing aids. The intended contract will be a five-year firm-fixed price indefinite delivery/indefinite quantity (IDIQ) agreement covering product lines including INSIO, Motion, Pure, Styletto, Streamline, Smartconnect-Wireless, and CROS Pure models. The contract was designated a Best-in-Class contract vehicle by the Office of Management and Budget, signaling its strategic importance. While specific award values were not disclosed, the procurement aims to provide comprehensive hearing aid solutions across the VA enterprise, focusing on devices prescribed by VA clinicians following medical diagnosis and explicitly excluding over-the-counter devices.
