About this opportunity
The Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network 16, has issued a Special Notice for the procurement of Spiration Valves at the Michael E. DeBakey VA Medical Center in Houston, Texas. The notice announces the VA's intent to negotiate a sole source Firm-Fixed Price contract with Olympus America Inc., classified under NAICS 339113 (Surgical Appliance and Supplies Manufacturing) with a Large Business size standard of 1000 employees. This procurement is being conducted in accordance with 41 U.S.C. § 3304(a)(1) under the authority of FAR 6.302-1, which permits sole source contracting when only one responsible source can satisfy agency requirements. Market research has determined that Spiration Valves are highly specialized medical devices available only from the original source without unacceptable delays or cost duplication.
The purpose of this Special Notice is to inform interested parties of the VA's intention to award the contract to Olympus America Inc., with an anticipated award date of November 30, 2025, while providing an opportunity for potential competitors to demonstrate their capability to supply these specialized medical valves. Interested parties must submit written responses by October 24, 2025, at 3:00 PM Central Standard Time demonstrating their status as an Original Equipment Manufacturer, authorized dealer, distributor, or service provider, verified by authorization documentation from the OEM, and must be registered in the System for Award Management (SAM). All responses from responsible sources will be considered by the Government in determining whether to conduct a competitive procurement, though submission of this notice does not obligate the VA to issue a competitive solicitation. The procurement includes specific quantities of IB Valves in multiple sizes (5MM, 6MM, 7MM, and 9MM), deployment catheters, loaders, and airway sizing kits for delivery to Cardiology 3C-341. Contractors must comply with extensive HIPAA and VA privacy and security requirements, including annual privacy training and use of VA-approved encryption for all sensitive information handling.
