About this opportunity

The Department of Veterans Affairs (VA) National Acquisition Center is seeking to procure customized prescription hearing aid devices and repair services for eligible veterans and Department of Defense members through a sole-source contract with Sonova, Inc. The procurement falls under North American Industry Classification System (NAICS) code 334510 with a size standard of 1,250 employees, and aims to provide national clinical availability of hearing aids, standardize pricing, and ensure compliant ordering processes across the VA enterprise. The VA intends to award the contract using FAR subpart 6.302-1, which allows for procurement from only one responsible source that can satisfy agency requirements. Interested parties may submit capability statements to Contract Specialist Connie Gordon by email by December 12, 2024, with the understanding that the VA retains sole discretion to determine whether to conduct a competitive procurement. All capability statements received within 30 days of publication will be considered by the VA.

The contract is not set aside for any specific small business designation and will be a single-award firm-fixed price indefinite delivery/indefinite quantity (IDIQ) contract with a five-year ordering period. The VA has determined that only five manufacturers, including Sonova, maintain 100% of the U.S. market share for customized prescription hearing aids meeting Trade Agreements Act and FDA requirements. The procurement will specifically cover multiple Phonak product lines including Virto, Naida, Audeo, Roger, and CROS, along with associated repairs and accessories. Over-the-counter hearing aids are explicitly excluded from the contract, as they do not meet VA's requirements for clinician-prescribed devices. The contract will be synopsized on the Government Point of Entry, with the Justification and Approval documentation to be made public within 14 days after award, and other interested manufacturers include GNResound, Oticon Inc., WS Audiology USA Inc., and Starkey Laboratories Inc.
