About this opportunity
The Department of Veterans Affairs is issuing a sources sought notice to identify small business vendors capable of providing SomnoFlo LowFlo Electronic Vaporizer systems or equivalent equipment, with responses due July 21, 2026. This market research targets SDVOSB and VOSB concerns under NAICS 334516 (1,000-employee size standard) to determine availability and capability ahead of anticipated procurement.
Place of performance is the East Orange Campus of the VA New Jersey Health Care System (VANJHCS) in East Orange, New Jersey. The VA New Jersey Health Care System received Lab Animal Major Equipment program funding for four dedicated anesthesia delivery stations—two survival and two non-survival surgery configurations—to replace aging, in-house constructed infrastructure that has become a safety concern and is inadequate for prolonged isoflurane procedures.
Equipment requirements include four electronic vaporizers (SF-01 model) and four low-profile anesthesia masks (small size). Systems must directly connect to animals via induction chamber and nose cone for both induction and surgical delivery, eliminate the need for standalone vaporizer setups, and automatically calculate individualized anesthesia dosing based on animal weight to ensure proper delivery and reduce over- or under-anesthetization risk. The transition from narcotic-based to isoflurane-based anesthesia protocols drives the infrastructure upgrade.
Contracting office is the James J. Peters VA Medical Center in Bronx, New York. Patricia Tolini, Contract Specialist (patricia.tolini@va.gov, 720-536-9981), is the point of contact. Response archives are scheduled 15 days after the July 21 deadline.

Â
Vendor shall state their ability to provide equipment based off this statement of work.
STATEMENT OF WORK
Contract Title: SomnoFlo Electronic Vaporizer Systems or Equal
Station: VA New Jersey Health Care System (VANJHCS) (STA 561)
Service Line: Research & Development Service
Background:
VANJHCS was awarded funds for two survival surgery stations and two non-survival surgery stations by the Lab Animal Major Equipment (LAM) program, which is sponsored by VHA s Office of Research and Development (ORD). Our current survival surgery station was constructed in-house 20+ years ago and has become a subject of concern identified by safety inspections. It was not designed for the use of isoflurane during prolonged surgeries, and with our transition away from narcotics to isoflurane, the associated infrastructure needs to change as well for the safety of the staff in the Veterinary Medical Unit (VMU).
The creation of four separate surgery stations requires each to have a dedicated vaporizer system to deliver the anesthetic gas (isoflurane). Currently, there is an 8-year-old system that is moved around to accommodate the need for survival and non-survival surgeries within the VMU building. This has added to the wear-and-tear on the tubing and the connectors. Therefore, we are requesting to purchase a singular dedicated system for each surgical station. This should elongate the life of the connectors and tubing and remove a level of complexity and safety that is involved when moving around compressed gases.
