About this file

This is a Sources Sought Notice issued by the Department of Veterans Affairs (VA), specifically the VA New Jersey Health Care System (VANJHCS), for market research purposes to identify the availability and capability of small businesses, including Service-Disabled Veteran-Owned Small Businesses (SDVOSB) and Veteran-Owned Small Businesses (VOSB), under NAICS Code 334516 with a size standard of 1,000 employees. The solicitation number is 36C24226Q0777, with a response deadline of July 21, 2026, at 10:00 AM Eastern Time. The contracting office is located at the James J. Peters VA Medical Center in Bronx, New York (ZIP 10468-3904), with the place of performance at the East Orange Campus of the VA New Jersey Health Care System in East Orange, New Jersey.

The VA seeks qualified vendors to provide SomnoFlo LowFlo Electronic Vaporizer systems or equal items to support four dedicated anesthesia delivery stations at the Veterinary Medical Unit. The required equipment includes four electronic vaporizers (SF-01) and four low-profile anesthesia masks (small size). The vaporizer systems must directly connect to animals via induction chamber and nose cone for both induction and surgical procedures, eliminate the need for standalone vaporizer setups, and automatically calculate individualized anesthesia dosing based on animal weight to ensure proper anesthetic delivery while reducing over or under-anesthetization risks. This procurement is driven by safety concerns with the facility's existing 20-year-old in-house constructed survival surgery station and the need to transition from narcotic-based to isoflurane-based anesthesia protocols. The Point of Contact is Patricia Tolini, Contract Specialist, at patricia.tolini@va.gov or 720-536-9981. Archive of responses is scheduled for 15 days after the response date.

Sources Sought Notice

THIS IS A SOURCES SOUGHT NOTICE ONLY

This is a Sources Sought Notice issued solely for market research purposes to determine the availability and capability of Small Businesses, including SDVOSB and VOSB concerns, under NAICS 334516 with a size standard of 1,000 employees. The Department of Veterans Affairs (VA) is seeking qualified vendors who can provide SomnoFlo LowFlo Electronic Vaporizer or equal items. The system shall directly connects to the animal via the induction chamber and nose cone for both induction and animal surgery, eliminating the need to purchase an additional, standalone vaporizer set up, and calculates the individual required anesthesia for each animal based on the animal’s weight, ensuring the animal is receiving the proper amount of anesthetic throughout the course of the procedure and greatly reducing chance of over or under anesthetizing the animal.

Vendor shall state their ability to provide equipment based off this statement of work.

STATEMENT OF WORK

Contract Title: SomnoFlo Electronic Vaporizer Systems or Equal

Station: VA New Jersey Health Care System (VANJHCS) (STA 561)

Service Line: Research & Development Service

Background:

VANJHCS was awarded funds for two survival surgery stations and two non-survival surgery stations by the Lab Animal Major Equipment (LAM) program, which is sponsored by VHA’s Office of Research and Development (ORD). Our current survival surgery station was constructed in-house 20+ years ago and has become a subject of concern identified by safety inspections. It was not designed for the use of isoflurane during prolonged surgeries, and with our transition away from narcotics to isoflurane, the associated infrastructure needs to change as well for the safety of the staff in the Veterinary Medical Unit (VMU).

The creation of four separate surgery stations requires each to have a dedicated vaporizer system to deliver the anesthetic gas (isoflurane). Currently, there is an 8-year-old system that is moved around to accommodate the need for survival and non-survival surgeries within the VMU building. This has added to the wear-and-tear on the tubing and the connectors. Therefore, we are requesting to purchase a singular dedicated system for each surgical station. This should elongate the “life” of the connectors and tubing and remove a level of complexity and safety that is involved when moving around compressed gases.
