About this opportunity
The Department of Veterans Affairs, Veterans Health Administration (VHA), Network Contracting Office 1 New England intends to award a firm-fixed-price sole-source order to ScriptPro USA, Inc. for robotic pharmacy dispensing equipment and OEM-exclusive upgrades at VA Connecticut Healthcare System campuses in West Haven and Newington, with capability statements due by August 18, 2026. This is a sole-source procurement under FAR 8.405-6(a)(1)(i) and 8.405-6(b), justified by market research confirming ScriptPro's exclusive proprietary rights to system architecture, robotic mechanisms, software, firmware, and OEM-only installation and upgrade pathways required for VISTA-integrated pharmacy operations and warranty maintenance. No other manufacturer, SDVOSB, VOSB, or authorized distributor is capable of performing OEM upgrades or providing compatible equipment; replacement is necessary to mitigate patient-safety risks and operational disruption from end-of-life equipment. Pricing derives from ScriptPro's Federal Supply Schedule Contract 36F79719D0135. While this notice is not a formal request for quotations, parties believing they can meet all requirements must submit a capability statement demonstrating OEM authorization from ScriptPro for hardware, software, and service capabilities. Work is performed at both VA Connecticut Healthcare System campuses. The intended source is ScriptPro USA, Inc., 5828 Reeds Road, Shawnee Mission, Kansas 66202, (800) 606-7628.
