About this opportunity

The Department of Veterans Affairs National Acquisition Office, in conjunction with the Veteran Health Administration's Prosthetic Sensory Aid Services, is conducting market research for an upcoming recompete contract for Audio Osseointegrated Implants and Cochlear Implants through this Request for Information. The procurement falls under NAICS code 339113 (Surgical Appliance and Supplies Manufacturing) and PSC 6515 (Medical and Surgical Instruments, Equipment, and Supplies), focusing on auditory implant systems that must meet FDA approval requirements for Class II or III medical devices. Key objectives include understanding industry capabilities, manufacturing practices, compliance with Made in America and Buy American Act requirements, and identifying performance criteria that differentiate high-quality firms in this specialized field. The RFI requires comprehensive responses to nine detailed questionnaire sections covering business structure, supply chain, FDA standards, technical device capabilities, wireless connectivity, and IT data components. Electronic responses are due by August 11, 2025, to be submitted to VACSASTEAMA@va.gov with specific subject line requirements, and a joint industry meeting with VA and Department of Defense representatives is tentatively scheduled for October 2025 at the Denver Logistic Center in Golden, Colorado.

This pre-solicitation notice does not utilize any set-aside designations, operating under "No Set-Aside Used" status. The document does not identify any current incumbents or contractors, nor does it provide specific award values or budget ranges for the anticipated recompete contract. Technical requirements specify that systems must include internal implant devices with 12 standard electrode array channels, sound processors with multiple program options, implant kits, wireless devices and applications, and various accessories and replacement parts. The procurement timeline indicates this is preliminary market research that will inform a future formal solicitation, with the current RFI phase concluding August 11, 2025, followed by the potential industry engagement session in October 2025. The VA emphasizes this is solely for market research purposes and will not result in immediate contract awards, with all participating parties responsible for their own response costs and expenses.
