About this opportunity
The Department of Veterans Affairs Network Contracting Office 8 has issued a Special Notice announcing its intent to award a sole-source, firm-fixed price contract to Evoqua Water Technologies LLC for portable reverse osmosis dialysis equipment. The procurement is specifically for the James A. Haley Veterans Hospital in Tampa, Florida, and involves the acquisition of four EON portable reverse osmosis water purification systems along with associated training and installation services. The VA has determined this to be a brand-name-only requirement under FAR 13.106-1(1), citing that only one responsible source can provide the supplies at the required quality level due to their unique and highly specialized nature. The contract falls under NAICS Code 334510 (Electromedical and Electrotherapeutic Apparatus Manufacturing) with a small business size standard of 1,250 employees.
The primary objective of this procurement is to replace portable reverse osmosis water purification systems for the hospital's Nephrology Department's dialysis treatments, with delivery required within 30 days after receipt of order. While this is not a competitive solicitation, interested contractors may submit capabilities statements by 11:00 AM EST on August 25, 2025, demonstrating their ability to provide the specific products required. Any responding contractor must provide clear and convincing evidence that competition would be in the government's best interest and prove by preponderance of evidence that they can supply the exact EON systems needed. The procurement includes not only the four water purification systems but also comprehensive training components including clinical training, technical training, and system orientation, along with installation into existing government-owned ROVER transport system carts. The VA emphasizes that responses must demonstrate capability to meet the hospital's unique and highly specialized requirements for these critical medical systems.
