About this file
This document is a Statement of Need for the James A. Haley VA Hospital's Nephrology Department, seeking to replace portable reverse osmosis (RO) water purification systems for dialysis treatments. The specific requirement is for four (4) EON Portable Reverse Osmosis Water Purification Systems (MPN W3T578348), which are brand-name only units from Evoqua Water Technologies LLC. The procurement includes installation into existing ROVER transport system carts, along with comprehensive training: one day of clinical training for up to 8 persons (MPN W3TSP7109), one day of technical training for up to 8 persons (MPN W3TSP7110), and a one-hour system orientation.
The VA Network Contracting Office 8 intends to award a sole-source, firm-fixed price contract to Evoqua Water Technologies LLC, justifying the brand-name only requirement due to the unique and highly specialized nature of the equipment. Delivery is requested within 30 days after receipt of order to the James A. Haley Veterans' Hospital in Tampa, Florida. The contract will use NAICS Code 334510 with a small business size standard of 1,250 employees. The government is open to alternative sources but requires clear evidence that competition would be in the best interest of the government.

STATEMENT OF NEED
1. GENERAL: The Dialysis Clinic – Nephrology Department - Medicine and Specialty Care Service – James A. Haley VA Hospital has a need for replacement portable reverse osmosis machines to purify water needs for dialysis treatments of Veteran patients in any area outside of the actual Dialysis Clinic. This would be a new contract for equipment purchase. This would not expand services, as this request is for the replacement of unrepairable units currently on-hand. This request is to replace a small portion of the currently used EON Portable RO systems in the department and will be utilized on already existing ROVER transport system carts. The already owned ROVER carts are also specific to this reverse osmosis system. Due to the highly specialized nature of this equipment, the RO systems can only be used with the same name OEM (EVOQUA) rover carts. Only replacing the RO systems in the Government owned carts is the best option for the Government and mitigates the need for the purchase of additional rover carts at this time.
2. SCOPE: James A Haley is requesting contractors provide brand name only equipment. The equipment features are essential to the technical requirements to meet the need of the government, and this specific make/model would maintain a standardization of care requiring no changes to training needs, clinician familiarity, or supply/consumables needed. The contractor will provide the equipment as customized/designed for department needs and efficiency.
