About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 12 has issued a Special Notice announcing its intent to solicit a sole source contract for patient ceiling lifts at the Tomah VA Medical Center. The notice specifically targets Premier Medical Distributors, a verified Service-Disabled Veteran-Owned Small Business (SDVOSB), for the procurement of Guldmann Patient Lifts. These lifts are uniquely suited to the Tomah VAMC facility due to their internal scale capability and exceptionally long straps designed to accommodate the facility's unusually high patient room ceilings. The Special Notice is classified under NAICS code 339112 for Surgical and Medical Instrument Manufacturing and is explicitly not a request for proposal or quote. The notice emphasizes that any information received will be used solely to determine whether to proceed with a competitive procurement.
Contractors should note that this Special Notice requires submission of questions or comments to Contracting Officer Steven MacDonald via email (steven.macdonald@va.gov) by 12:00 p.m. local time on March 5, 2025, with the subject line referencing notice of intent 36C25220Q0237. The government maintains full discretion in determining whether to compete the proposed acquisition and will not reimburse any costs associated with developing responses to the notice. Eligibility is effectively limited to Premier Medical Distributors as a verified SDVOSB, with the procurement justified under Public Law 109-461. The objective is to acquire patient ceiling lifts that are compatible with existing Guldmann lifts already installed at the Tomah VA Medical Center, ensuring seamless integration and operational continuity. Potential respondents should carefully review the notice's parameters and understand that this is an informational process to support the government's procurement decision-making.
Notice text
Please note that this is not a request for proposal nor a request for quote as there is no solicitation document available. Therefore, this is a notice of intent issued by the Department of Veterans Affairs to solicit a sole source contract with Premier Medical Distributors IAW PL 109-461, for Guldmann Patient Lifts.
The VA intends to solicit a sole source contract with verified SDVOSB Premier Medical Distributors for the Tomah VA Medical Centers in conjunction with existing Guldmann patient lifts already installed at the Tomah VAMC. The Guldmann lifts are unique in that they have an internal scale that can be carried by hand and are the only patient lifts with straps long enough to reach where needed, due to Tomah s uniquely high ceilings in patient rooms.
Information received in response to this special notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. The determination to not compete the proposed acquisition is wholly within the discretion of the Government. The Government will not be responsible for paying on any costs incurred and/or associated with the development of any responses submitted to this notice. The North American Industry Classification System Code (NAICS) is 339112 (Surgical and Medical Instrument Manufacturing).
