About this opportunity

The Department of Veterans Affairs is seeking to procure NX EQ remOVE DC Impulse Generators, specialized medical devices designed to fragment and remove endoscopic clips (OTSC and FTRD clips) used in digestive tract procedures across VA Medical Centers nationwide. This is a sole-source, non-competitive procurement conducted under streamlined commercial item procedures as a Request for Quote (RFQ), authorized under 41 U.S.C. 3304(a)(1) based on the unique nature of the device and the agency's determination that only one responsible source can satisfy its requirements. Offerors must submit proposals in three volumes covering technical compliance, pricing with an embedded 3% Service Level Agreement fee, and certifications, with evaluation weighted more heavily toward technical capability than price. Key salient characteristics required include FDA 510K certification, endoscopic clip cutting functionality, secure clip removal, a two-year warranty, and provision of a custom protective case. The response deadline has been extended multiple times and currently stands at Friday, January 9, 2026, at 11:59 PM Eastern Time, with technical questions having been due by November 21, 2025.

This procurement is designated as a Total Small Business set-aside. The contract will be structured as a firm fixed-price requirements contract with a 12-month base period and four optional 12-month renewal periods, with an estimated quantity of 39 units for the base year and 34 units for each option year. While no incumbent contractor is identified in the solicitation materials, only new, original equipment from authorized distributors will be considered, and distributors must provide an OEM authorization letter dated within six months of the solicitation close date. The place of performance is identified as Independence, Kansas 67301, with nationwide delivery to VA Healthcare Networks spanning all 50 states, U.S. territories, and international locations including the Philippines. Orders will be placed exclusively through designated VHA Equipment Life Cycle Management Ordering Officers, with mandatory electronic invoicing through the Tungsten system and quarterly sales reporting requirements that track distribution across 23 VA Healthcare Networks and 764 facilities.
