About this opportunity
The Department of Veterans Affairs, Veterans Health Administration, Network Contracting Office 1 New England issued a sole-source intent notice on July 13, 2026 for a firm-fixed-price order to ScriptPro USA, Inc. for pharmacy automation equipment and OEM-exclusive upgrades, with a response deadline of July 20, 2026 at 12:00 PM Eastern Time.
The procurement replaces end-of-life ScriptPro robotic dispensing equipment at VA Boston Healthcare System campuses in West Roxbury, Jamaica Plain, and Brockton, and implements proprietary upgrades including GEN9, Workflow Management System WMS 1.0 2.0, Datapoint components, firmware, and configuration services required for VistA-integrated pharmacy operations. Market research confirms ScriptPro retains exclusive proprietary rights to its system architecture, robotic mechanisms, software/firmware, and OEM-only installation/upgrade pathways; no other manufacturer, SDVOSB/VOSB, or authorized distributor is capable of performing equivalent OEM upgrades or providing compatible equipment. Sole-source justification rests on FAR 8.405-6(a)(1)(i) (items peculiar to one manufacturer) and FAR 8.405-6(b) (limited-sources justification). Pricing aligns to ScriptPro's existing VA Federal Supply Schedule price list under FSS Contract 36F79719D0135. Although this is not a request for quotations, interested parties may submit capability statements demonstrating OEM authorization from ScriptPro and technical compatibility with VistA-integrated pharmacy workflows. The point of contact is Contract Specialist Janice L. Jones at the Newington VAMC, Connecticut.

The action replaces end-of-life ScriptPro robotic dispensing equipment and implements proprietary upgrades (including GEN9 and Workflow Management System WMS 1.0 2.0), Datapoint components, firmware, and configuration services required for safe, accurate, and efficient VistA-integrated pharmacy operations.
Authority: FAR 8.405-6(a)(1)(i) (items peculiar to one manufacturer), FAR 8.405-6(b) (limited-sources justification), MAS ordering authorities at 41 U.S.C. 152(3) and 40 U.S.C. 501, and GSAM/R 538.7104-3(b) as implemented for MAS sole-source justifications (RFO 8.4).
Rationale: Market research confirms ScriptPro retains exclusive proprietary rights to its system architecture, robotic mechanisms, software/firmware, configuration utilities, and the OEM-only installation/upgrade pathways required to maintain warranty and functionality. Replacement with ScriptPro is necessary to mitigate patient-safety risks and operational disruption. Pricing aligns to ScriptPro s VA Federal Supply Schedule price list under FSS Contract 36F79719D0135.
