About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 2 has published a Notice of Intent to Sole Source for OptiFill Canisters on behalf of the New York Harbor's Corbin VA Medical Center. The agency intends to award a Firm Fixed Price sole source contract to ARxIUM Inc. of Buffalo Grove, Illinois, for OptiFill II Canisters and on-site support services. This special notice is not a request for quotes but rather a formal notification of the VA's intent to proceed with a single-source procurement. The contract will specifically cover product code CLM100, which includes new OptiFill II Canisters and three days of ARxIUM Resource for Onsite Support for the Pharmacy Department at Corbin VA Medical Center. The procurement falls under NAICS code 339112 for Surgical and Medical Instrument Manufacturing and PSC code 6515 for Medical and Surgical Instruments, Equipment, and Supplies.

The sole source justification is based on the proprietary nature of OptiFill Systems, which are exclusively manufactured and distributed by ARxIUM Inc., with no third-party licensing or authorization for sales, installation, or support of their proprietary software and hardware. Market research conducted under FAR Part 10 failed to identify alternative systems compatible with the existing OptiFill II automated medication dispensing systems currently in use at the medical center. While this is not a competitive solicitation, all responsible sources may submit capability statements to Contracting Officer Lindsay Goldsmith at lindsay.goldsmith@va.gov by 12:00 PM Eastern Standard Time on July 16, 2025. The Veterans Health Administration prohibits the use of gray market items, requiring all medical equipment to come through original manufacturer distribution channels. The government retains sole discretion in determining whether to compete this proposed contract based on any responses received to this notice.
