About this opportunity

The Department of Veterans Affairs, Veterans Integrated Service Network 1, issued a notice of intent to sole source the NeuroPort EEG System to Blackrock Neurotech under FAR 13.106-1(b)(1)(i) (Only One Responsible Source), with responses due by June 26, 2026. The procurement is restricted to Blackrock Neurotech as the original equipment manufacturer and exclusive authorized source; no third-party vendors are authorized to provide the system, components, software, or technical support.

The West Haven VA Medical Center requires a complete digital upgrade package for the Blackrock NeuroPort intracranial electrophysiology system, including 256-channel hardware upgrade with Gemini NSP and Gemini Hubs, multiple NeuroSnap components, 128-channel headstage bridge, two 32-channel A8 headstages, CerePlex amplifier, and extended warranty and advanced replacement coverage. The estimated contract value is $135,500. Blackrock Microsystems (UEI: JNDKU5RMVAT4, 30 Komas Drive, Suite 200, Salt Lake City, UT 84108-1229) meets this requirement exclusively because the proprietary system features unique specifications, OEM-controlled intellectual property, and compatibility requirements with existing government infrastructure and research datasets. Market research using NAICS 334510 identified no alternative sources.

Interested parties that believe they can meet the requirement may submit a capability statement with product literature and clear authorization from the OEM demonstrating an OEM-certified NeuroPort EEG system directly comparable to Blackrock Neurotech's offering. The Government retains discretion to determine whether to compete based on responses received.

All responses must be received by the date and time listed in this posting and must clearly show authorization from the OEM.
