About this file

This is a Notice of Intent to Sole Source a federal procurement for the NeuroPort EEG System. The Department of Veterans Affairs, Network Contracting Office (NCO) 1, intends to award a sole source contract to Blackrock Neurotech, the Original Equipment Manufacturer (OEM) and exclusive authorized source for the NeuroPort EEG system and all associated components. The procurement is being conducted under FAR 13.106-1(b)(1)(i) (Only One Responsible Source) authority. Blackrock Neurotech maintains exclusive rights to the manufacture, distribution, software, and technical support of this proprietary system, and no third-party vendors are authorized to provide these supplies or services. Interested parties that believe they can meet this requirement may submit a capability statement with product literature demonstrating their ability to provide an OEM-certified NeuroPort EEG system directly comparable to Blackrock Neurotech's offering. All responses must clearly demonstrate authorization from the OEM and be received by the date and time specified in the posting. The Government retains sole discretion to make a final determination not to compete based on responses received to this notice. No pricing information, specific response deadline, or contract award date is provided in this notice of intent.
