About this opportunity

The Department of Veterans Affairs Veterans Health Administration, specifically Veterans Integrated Service Network 15, is conducting an emergency procurement for one Medtronic ManoScan ESO Z Catheter for the Kansas City VA Medical Center. This advanced medical catheter is a reusable solid-state pressure sensing device with 36 channels providing 432 measurement points, 18 impedance channels, and 96 3D channels to create comprehensive physiological pressure maps from the pharynx to stomach. The catheter features a small 2.7mm diameter and is critical for medical services that the facility currently cannot perform due to lack of this equipment. Key requirements include a one-year manufacturer warranty or coverage for 150 uses (whichever comes first), contractor-provided installation and end-user training, and on-site work limited to normal business hours Monday through Friday excluding federal holidays. The presolicitation notice was posted on July 24, 2025, with responses due by August 14, 2025, at 8:00 AM Central Time.

This procurement opportunity is set aside exclusively for Service-Disabled Veteran-Owned Small Businesses (SDVOSBC) under solicitation number 36C25525Q0508. The contract calls for the purchase of exactly one catheter unit (Medtronic part number 3890), making this a relatively small-scale but specialized medical equipment acquisition. No incumbent contractors or previous awardees are mentioned in the documentation. The emergency nature of this procurement suggests that the VA medical center has an immediate operational need for this specific catheter to restore essential medical services. Work performance is constrained to standard government business hours, and the contractor will bear responsibility for all associated costs including shipping, installation, and comprehensive staff training on the equipment.
